Insight/OHC user trying to send e-Offer notices

An error occurred inconsistently despite e-Offer templates being well below the 16,000-character limit.

Sending emails with attachments larger than 5MB to job applicants from Insight

The notice template will now limit users to add only email attachments of less than 5 MB
