New Certificate

I'm trying to add new certificates, but next to each one, there is a bookmark symbol that prevents me from adding a new certificate.

It appears you do not have create rights to certificates. Do you have the “New” options on the top tool bar and does “Certificate” show if you click on it? If not, that would confirm no rights to create. If you were able to previously and are not a master admin, you need to contact your master admin and see if your rights changed and request they be reset.
