E-Verify seems to be operational now and the integration health is coming back as healthy. You should be able to log into Onboard to create and update cases. If there was a delay in case submission due to the shutdown, you will be able to select a delay reason if prompted.
The E-Verify system had been shut down since Oct 1 due to the federal government shutdown.
