Fixed an issue where Inactive Writing Assistants can still be seen for the associated items.

When Rating an Evaluation

Fixed an issue where truncated Item titles did not have an accompanying tool tip upon hover to show the full title.

When viewing the Employee Goals Report

Fixed an issue where the Strategic and Department Views were not returning the expected results.

When configuring EDMS settings in Administrative Settings > Evaluations

Fixed an issue where IT User Role was not available for selection and HR Admin could be deselected. HR Admin is now hard coded to always have permission.
