The barred from applying actually does nothing other than allowing you to create a flag on the master profile.  It does not prevent the applicant from applying. I believe it will show a red indicator when the candidate is referred.  We run advanced filters before placing on eligible list as well as run advanced filters again before referring a candidate.  Have you checked the candidate’s master profile? Could it be that they created a new account?

Thank you. We realized the applicant master record was not updated and all the recruiters were simply marking them barred after running the advanced filter. The issue has been resolved. Yes, I meant the red indicator letting us know that the applicant is barred.
