U.S. - Calculation Changes

Connecticut

Connecticut Paid Leave (CT FLI) uses SUTA Gross wages

Previously, Connecticut Paid Leave was calculated based on regular wages, with a dependency on SUTA Gross wages being defined (though SUTA Gross wages themselves were not directly subject to CT FLI). Connecticut Paid Leave taxable wages are now based on SUTA gross wages.

 

U.S. - New Taxes

Kentucky

Effective October 1, 2019, Graves County has established a 1% Tax Increment Financing (TIF) assessment. While the tax went into effect October 1, 2019, the first building on the lot was completed in September 2023. The tax is 1% of all wages and compensation for work performed within the Grace Commercial Park Development Area by every resident and nonresident employee.  This TIF tax "stacks" with the Graves County OLF tax, resulting in a total stacked rate of 2%.

Minnesota Paid Leave added

Effective January 1, 2026, the Minnesota Department of Employment and Economic Development has established a new paid leave program funded by a shared employer and employee premium.  With this release, we've added the calculation logic. 

Note:  Additional Enhancements to support the Agency/Employee tax setup will be delivered in the December release.

Kentucky

Bardwell - OLF rate updated

Effective July 1, 2025, the Bardwell - OLF rate increased from 0.5% to 1%.

Crittenden County - OLF rate updated

Effective July 1, 2025, the Crittenden County - OLF rate increased from 0.5% to 1.5%.

Nevada

Nevada State Unemployment Tax wage base increased

Effective January 01, 2026, the Nevada State Unemployment Tax wage base increased from $41,800.00 to $43,700.00. The new employer rate remains at 2.95%.

 

Nevada Career Enhancement Program wage base increased

Effective January 01, 2026, the Nevada Career Enhancement Program wage base increased from $41,800.00 to $43,700.00.

 

Ohio

Jefferson Township-Washington Court House JEDD Tax rate updated

Effective January 1, 2026, the Jefferson Township-Washington Court House JEDD Tax rate decreased from 1.95% to 1.75%. The credit and credit limit remain 0%.

 

Washington Court House City Tax rate updated

Effective January 1, 2026, the Washington Court House City Tax rate decreased from 1.95% to 1.75%. Additionally, the credit limit was updated to 1.75%. The tax credit remains 50%.

 

Oregon

Workers' Benefit Fund Assessment - Employer rate updated

Effective January 1, 2026, the Workers' Benefit Fund Assessment - Employer rate will decrease from $0.01 to $0.009 per hour worked.

We've updated the Burrell LSD shapefile per confirmation with the City of Lower Burrell.

We are allowing employers to easily designate which of their team members are exempt from the PA local services tax (LST).  This will provide compliance and accuracy with the PA law.

Subject wages for Employer SUTA taxes were displaying negative values for a few states.

Negative values will no longer appear.

Employees' addresses outside the city limit in Clackamas, Oregon (ZIP code 97015) would not validate and save.

The employees’ address will now be able to save.

The Pay Transaction Processing Report (UPTR) generated an error when a Pay Category was specified in the filter.

The error will no longer occur.

The FLSA premium rate was calculated to two decimal places instead of matching the FLSA regular rate which uses four.

Both the FLSA Premium rate and FLSA regular rate are now calculated to four decimal places.

When creating an off-cycle batch, the "Override Payment Method" option on the batch creation screen did not function as expected for terminated employees. Even if "Pay by Check" was selected, payments continued to be disbursed via direct deposit instead of by check.

The "Override Payment Method" setting is now properly honored.

Users could not print employee profiles because an error message appeared whenever they attempted to print

The error message has been resolved.
