The latest round of tax updates from the Symmetry tax engine were released. They contain both updates from version R9 and R9a. 

Kentucky

Brandenburg - OLF added

Effective July 1, 2025, the City of Brandenburg has established a 0.333% occupational tax. The tax is 0.333% of all wages and compensation for work or services performed within the city by every resident and nonresident employee.

This tax applies only to employees who earn, or are expected to earn, $20,000 or more (>= $20,000) annually. Employees earning less than this annual threshold are not subject to the tax. For employees who meet the threshold, the tax is applied to all wages up to the annual compensation cap of $200,000. The initial $20,000 is subject to the tax.

Walton OLF added

Effective January 1, 2026, the City of Walton has established a 2% occupational tax. The tax is 2% of all wages and compensation paid in the City of Walton for work or services within the City by every resident and nonresident who is an employee.

Washington

Seattle Social Housing Tax added

Effective January 1, 2025, the City of Seattle has implemented a 5% employer-only payroll expense tax on the portion of an employee’s annual compensation that exceeds $1,000,000. This tax applies only to employers with employees performing work in Seattle.

The 5% rate is applied only to the portion of annual compensation over $1,000,000.

Impact of employee benefit contributions on subject wages:

  • Post-tax (no impact): 401(k), 403(b), 457, and Starter 401(k) contributions do not reduce subject wages
  • Pre-tax (reduces subject wages): Section 125 plans, Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Dependent Care FSAs reduce subject wage

Paulding City Tax updated

Effective July 1, 2025, the Paulding City Tax rate decreased from 1.1% to 1%.

Retroactively Updated Taxes

Alabama

Based on an internal audit, we've updated the benefit taxability rules for the Sulligent City Tax.

Employee contributions to the following benefits are now treated as post-tax and will no longer reduce subject wages:

  • Health Savings Account (HSA)

 

Maryland

Dorchester County Tax rate updated

Effective January 1, 2025, the Dorchester County Tax resident tax rate increased from 3.2% to 3.3%. The non-resident rate remains 2.25% for 2025.

This retroactive change was published by Maryland in July 2025.

Maryland State Tax updated

Effective January 1, 2025, the Maryland State Tax has been updated:

  • The standard deduction is now a flat $3,350 instead of a range; previous 15% gross income deduction and ranges were removed.
  • Two new tax brackets have been added for the single and married filing status, with a maximum state tax rate of 6.5% for each filing status.
  • Supplemental tax rate increased from 5.75% to 6.5% plus county rate; 3.20% rate for non-reciprocal states increased to 3.30%.

New Jersey

New Jersey State Unemployment Tax rate updated

Effective July 1, 2025, the New Jersey State Unemployment Tax rate decreased from 2.9825% to 2.6825%. The wage base remains $43,300.

Pennsylvania

Philadelphia City Tax updated

In July 2025, the City of Philadelphia Department of Revenue retroactively updated their 2018–2021 rates. We have confirmed with the Department of Revenue that these were actual rate changes and not just formatting changes on the website.

  • Effective July 1, 2018:
    • The resident rate has been updated from 3.8809% to 3.88%
    • The nonresident rate has been updated from 3.4567% to 3.46%
  • Effective July 1, 2019:
    • The resident rate has been updated from 3.8712% to 3.87%
    • The nonresident rate has been updated from 3.4481% to 3.45%
  • Effective July 1, 2020:
    • The resident rate has been updated from 3.8712% to 3.87%
    • The nonresident rate has been updated from 3.5019% to 3.50%
  • Effective July 1, 2021:
    • The resident rate has been updated from 3.8398% to 3.84%

Triway LSD shapefile updated

We've updated the Triway LSD shapefile per the Ohio Tax Finder, as well as direct confirmation with Wayne County.

We've updated the Union-Scioto LSD shapefile to include an additional address per confirmation from the Ohio Tax Finder. This shapefile update was also validated with the City of Chillicothe directly.

Upcoming changes to look out for

Maryland

Upcoming change to Anne Arundel & Frederick County supplemental calculations

 

We are updating the Anne Arundel and Frederick County supplemental-only payroll calculation logic to align to the 2025 Maryland Withholding Guide. This change is effective January 1, 2025.

Currently, the engine calculates Anne Arundel and Frederick County withholding for supplemental-only paychecks based on the bracket-based logic.

We will apply a flat combined rate using the following for supplemental-only payroll runs:

  • The highest state tax rate (6.5%)
  • The highest local county rate (3.20%)

This will result in a combined withholding rate of 9.7%.

This change affects only supplemental-only payroll calculations. It does not impact calculations that include regular wages (alone or with supplemental wages). Only lump-sum calculations using supplemental-only wages will be updated.

Minnesota

Upcoming change: Minnesota Paid Leave wage base 

In an upcoming release, a wage base of $183,600, effective January 1, 2026, will be introduced (the wage base will follow the 2026 Social Security wage base). Please note that tax rates and calculations will be updated with a separate upcoming release.

Appendix: Bugs Resolved

Scenario When Issue Encountered

A CSV file was imported into the pay transaction batch but never completed or displayed any error. It had no trailing blank lines and was confirmed to be in CSV format. The system accepted the file but got stuck in processing, with the data faintly visible behind a spinning update screen. Even after 45+ minutes, it never finished

We fixed the query that caused the issue.

When an employee’s tax elections were updated on the Tax Setup page and sent through the approval process, the Personal Action was submitted. However, it did not appear in the approval record until the task was regenerated.

With this fix, the Personal Action request is now displayed for the approver to approve. 

With Personal Actions enabled, an administrator updated an employee's federal tax withholding on the Tax Setup page, assigning a new effective date and setting the status to Head of Household. When the employee logged into Employee Self Service, the changes were confirmed. The employee then edited the federal withholding again, applying another new effective date and changing the status to Non Resident Alien. However, when reviewing the Changed Request, the old values appeared blank while the new values were displayed as existing values.

With this fix, the old values now populate correctly. 

After configuring approval setup for the admin on the Tax Setup, you navigate to the employee's Tax Setup. On Federal Withholding, you click Edit to modify the record or create a new effective one. You then update various values, including the Deductions and Other Income fields. However, upon verifying in the Confirmed Changes, the values for 'Deductions' and 'Other Income' appear swapped.

With this fix, all the values are now displayed correctly. 

When an administrator added a new earnings code, they selected an existing Pay Component code above the newly added code and attempted to use the bulk delete option. However, the newly added Pay Component code did not get deleted and instead displayed an “already used Pay Component” error. In contrast, if the administrator clicked the delete icon for that same Pay Component code, it successfully deleted.

With this update, the Pay Component code is now properly deleted when using the bulk delete option.  

As an employee, I logged in to Employee Self Service and navigated to Pay, then Direct Deposit. I added a new direct deposit and saved. Next, I clicked View Details, edited the record, uploaded a new voided check, and saved. I then viewed the details again, edited the record, deleted the existing voided check, uploaded another voided check, and saved. Finally, I viewed the details yet again, edited the record, deleted the voided check, and saved. However, when I clicked View Details afterward, the system still displayed the first voided check, even though it should have been deleted.

With this fix, the system will no longer display a voided check after it has been removed from the record. 

Previously, when exporting files to a CSV file from the import screen, if Third Party Sick Pay was set to 1, it did not appear and remained blank. 

This issue has now been fixed so the correct value is displayed

On the Maintain Employees Pay page, the Audit Files previously displayed an incorrect date for users on EST.

The date now correctly reflects the system date.

Previously, the Audit Log on the Employee tax setup page was incorrect when making a worker FICA-exempt while updating their Federal Withholding. Instead of correctly displaying only the FICA exemption, it showed both FICA and FUTA as exempt.

It now accurately reflects only the FICA change.
